David Muse, MPA, CEM, MEP
Biography
Meet David, a seasoned professional with a diverse background in emergency preparedness and public safety. Currently serving as the Assistant Director of Emergency Management at UMass Lowell, David brings extensive expertise to his role.

Previously, he held the position of Emergency Preparedness Program Manager for the Mass General Brigham Healthcare Department of Emergency Preparedness and Business Continuity. In this role, he contributed significantly to the organization's readiness and resilience strategies.

David has also served as the Massachusetts State Exercise Officer at the Mass Emergency Management Agency (MEMA), where he oversaw statewide exercise programs. Before that, he was the Senior Emergency Preparedness Manager for the Global Security Department at State Street Corporation, implementing comprehensive emergency preparedness strategies.
David's journey in public safety began as an EMT for Brookline Ambulance in 2011. With a passion for helping others, he obtained his Advanced-EMT certification and continued to expand his skill set. During his graduate studies, David embarked on a remarkable adventure as a U.S. Park Ranger (Protection) for the U.S. National Park Service. His responsibilities included law enforcement, emergency medical services, search and rescue, and incident management. He served in two prestigious National Parks, Petrified Forest, and Sequoia & Kings Canyon.

Following his graduation, David joined the American Red Cross as a Disaster Program Manager. In this role, he spearheaded preparedness, mitigation, response, and recovery efforts in Southern Vermont and New Hampshire. David's dedication led him to deploy nationally in various Command and General Staff positions, supporting major disasters such as Hurricane Matthew, California Wildfires, Hurricane Irma, flooding incidents, and the Oroville Spillway Incident.

David's commitment to professional development is evident through his extensive training. He is a graduate of both the FEMA Emergency Management Institute (EMI) Basic and Advanced Academies in Emmitsburg, MD. David is also a Master Exercise Practitioner (MEP), further enhancing his expertise in conducting impactful emergency management exercises.
As a Certified Emergency Manager (CEM), David is the President of the International Association of Emergency Managers (IAEM) Region 1, responsible for the six New England states. His dedication to advancing the field extends to part-time instruction at The New Hampshire Fire & EMS Academy, where he imparts his knowledge to aspiring emergency responders. Additionally, David is recognized as an Advanced Disaster Instructor through the American Red Cross and has completed his FEMA Instructor requirements.
David's academic accomplishments include a Master's in Public Administration from the University of New Hampshire and a Bachelor of Science in Justice Studies from Southern New Hampshire University. These educational foundations have equipped him with a well-rounded understanding of public safety and emergency management.
